The Nigerian Communications Commission (NCC) has unveiled two major regulatory draft documents aimed at shaping Nigeria’s communications landscape over the next five years and accelerating the deployment of ultra-high-speed wireless connectivity.
In a public notice issued in line with its statutory mandate under the Nigerian Communications Act (NCA) 2003, the Commission announced the publication of a Draft 5-Year Spectrum Roadmap (2025–2030) and Draft Guidelines for the Use of the 60 GHz License-Exempt Band for Multi-Gigabit Wireless Systems.
The two documents have been published on the Commission’s website for public access and review.
According to the NCC, the Draft Spectrum Roadmap for the Communications Sector (2025–2030) outlines the Commission’s strategic approach to spectrum planning, allocation, and management over the next five years. The roadmap is designed to ensure efficient spectrum utilisation, support emerging technologies, promote broadband expansion, and align Nigeria’s spectrum policy with global best practices.
The second document, the Draft Guidelines for the Use of the 60 GHz License-Exempt Band for Multi-Gigabit Wireless Systems, provides a regulatory framework for the deployment of high-capacity, short-range wireless systems. The 60 GHz band, which supports multi-gigabit data speeds, is expected to play a critical role in enabling next-generation applications such as high-density urban broadband, fixed wireless access, enterprise connectivity, and backhaul solutions.
In accordance with Section 58 of the NCA 2003, the Commission has invited industry stakeholders, operators, equipment manufacturers, consumer groups, and members of the public to review the draft frameworks and submit their comments and recommendations.
The NCC stated that all submissions must reach the Commission no later than Friday, January 16, 2025.

The NCC noted that stakeholder input will be critical in refining the documents to ensure that Nigeria’s spectrum policy framework supports innovation, investment, competition, and sustainable growth in the communications sector.
