    IATA: Willie Walsh takes over from Juniac as DG/CEO

    The International Air Transport Association (IATA) announced that Willie Walsh has officially taken on the role of Director General of the organization. He succeeds Alexandre de Juniac.

    “I am passionate about our industry and about the critical work that IATA does on behalf of its members, never more so than during the COVID-19 crisis. IATA has been at the forefront of efforts to restart global connectivity, including developing the IATA Travel Pass. Less visible but of equal importance, airlines continue to rely on IATA’s financial settlement systems, Timatic and other vital services to support their day-to-day operations. I am grateful to Alexandre for leaving behind a strong organization and a motivated team.

    Together, the IATA team is absolutely focused on restoring the freedom of movement that airlines provide to billions of people around the world. That means your freedom to visit friends and family, to meet critical business partners, to secure and retain vital contracts, and to explore our wonderful planet,” said Walsh.

It’s my job to make sure that governments, which rely on the economic and social benefits our industry generates, also understand the policies we need to deliver those benefits,” said Walsh.

    Walsh was confirmed as IATA’s 8th Director General by the 76th IATA Annual General Meeting on 24 November 2020. He joins IATA after a 40-year career in the airline industry. Walsh retired from the International Airlines Group (IAG) in September 2020 after serving as its CEO since its inception in 2011. Prior to that he was CEO of British Airways (2005-2011) and CEO of Aer Lingus (2001-2005). He began his career in aviation at Aer Lingus in 1979 as a cadet pilot.

    Walsh is deeply familiar with IATA, having served on the IATA Board of Governors for almost 13 years between 2005 to 2018, including serving as Chair (2016-2017). He will work from the Association’s Executive Office in Geneva, Switzerland.

    IATA Unveils Key Design Elements of IATA Travel Pass

    The International Air Transport Association (IATA) unveiled key design elements of the IATA Travel Pass.

    IATA Travel Pass is a mobile app to help travelers easily and securely manage their travel in line with any government requirements for COVID-19 testing or vaccine information.

    “Testing is the immediate solution to safely re-open borders and re-connect people. And eventually this is likely to transition to vaccination requirements. In either case, a secure system to manage COVID-19 testing or vaccination information is critical. The IATA Travel Pass is a solution that both travelers and governments can trust. And it is being built with data security, convenience and verification as top priorities,” said Alexandre de Juniac, IATA’s Director General and CEO.

    IATA emphasized these priorities with three critical design elements:

    Putting travelers in control of their personal information for top level data security and data privacy. The IATA Travel Pass stores encrypted data including verified test or vaccination results on the mobile device of the traveler. The traveler controls what information is shared from their phone with airlines and authorities. No central database or data repository is storing the information. By keeping travelers 100% in control of their information, the highest standards for data privacy are ensured. IATA Travel Pass is also built on the highest standards of data protection laws, including General Data Protection Regulation (EU GDPR).

    Technically, the app is being built in accordance with Self-Sovereign Identity* (SSI) principles. The IATA Travel Pass is scheduled for release early in the first quarter of 2021 for Android and for iPhone. For iPhone it will use the “Secure Enclave” features of Apple devices and a similar security encryption technology for Android. ​​

    Global standards recognized by governments to ensure verified identity and test/vaccine information.

    a. Verified identity: A government issued ePassport is used to verify the identity of the user. It also serves to create a digital representation of the user’s passport to allow the information to be sent electronically in a secured way that is linked to their verified identity. The key to this are global standards developed by the International Civil Aviation Organization (ICAO) which match biometric passport data and a selfie taken by the user. This creates a Type 1 digital travel credential (a verified digital identify**) in line with ICAO standards.

    b. Verified test results or vaccine information: Currently the main vaccination requirement for entry into some countries is for yellow fever. Under the International Health Regulations, this is managed by the “yellow card” or International Certificate of Vaccination and Prophylaxis. The World Health Organization (WHO) is developing digital standards that will make these vastly more secure and will dramatically reduce fraud. When ready, the IATA Travel Pass will be able to accommodate such new global standards.

    Until a COVID-19 vaccine is widely available to the general public, the priority is on COVID-19 testing. Laboratories have well-established safety standards for managing and verifying test results to individuals. IATA is partnering with selected and established laboratories to securely link their test results with the verified identity of the IATA Travel Pass holder.

    Convenience and biosafety will be enhanced with integration into contactless travel processes. The ICAO CART recommendations for biosafety include the use of contactless travel processes to reduce the risk of virus transmission when documents need to be exchanged in the travel process.

    The industry has been developing contactless travel processes as part of a One ID transformation program for several years. The IATA Travel Pass digital identity management module uses the well-developed principles of One ID (which are, in turn, based on ICAO standards). For the passenger this means that the IATA Travel Pass will also unlock the potential for convenient contactless travel processes from check-in to boarding. As such, while the need for COVID-19 information verification may eventually disappear when we overcome the pandemic, IATA Travel Pass, however, will remain as a bold step forward in the implementation of contactless travel.

    IATA research amid the COVID-19 crisis (September 2020) shows that contactless processes will be popular with travelers:
    70% of passengers had concerns about handing over their passport, phone or boarding pass to airline agents, security staff or government officials at the airport
    85% of travelers said that touchless processing throughout the airport would make them feel safer, and
    Already 44% of travelers said that they are willing to share personal data to enable touchless process, up significantly from 30% in June.
    Interoperable Solution

    IATA is developing the IATA Travel Pass in four independent modules that can interact with each other. These modules will cover registries for regulatory entry requirements and labs/test centers, verified certificate issuance, digital identity and the possibility for passengers to share their tests results along their journey via their mobile device. Open standards enable the modules to be used as one solution or to complement capabilities being developed by other solutions providers.

    “We are building the IATA Travel Pass with one aim—to help reconnect our world safely. IATA has brought advancements in global standards like e-ticketing and mobile boarding passes to consumers in all parts of the world. This unique capability demonstrates that we can work with industry and governments to re-shape travel processes based on global standards. We are confident that we can deliver a complete solution with IATA Travel Pass. And we are building the IATA Travel Pass so that other solutions serving the same industry re-opening goal can also benefit from it. We want airlines to have a competitive marketplace with the widest range of options that meet their specific needs,” said Nick Careen, IATA’s Senior Vice President, Airport, Passenger, Cargo and Security.IATA’s Timatic offering is a foundational element of the IATA Travel Pass. For decades it has provided reliable entry requirement information to airlines and travellers. Integrating Timatic into the IATA Travel Pass entry requirements registry model brings with it an established process for the global collection, verification, updating and distribution of this information.

    Resumption of Air travel: IATA proposes alternatives to Quarantine

    The International Air Transport Association (IATA) has urged governments to avoid quarantine measures when re-opening their economies. IATA is promoting a layered approach of measures to reduce the risk of countries importing COVID-19 via air travel and to mitigate the possibility of transmission in cases where people may travel while unknowingly being infected.

    “Imposing quarantine measures on arriving travelers keeps countries in isolation and the travel and tourism sector in lockdown. Fortunately, there are policy alternatives that can reduce the risk of importing COVID-19 infections while still allowing for the resumption of travel and tourism that are vital to jumpstarting national economies. We are proposing a framework with layers of protection to keep sick people from traveling and to mitigate the risk of transmission should a traveler discover they were infected after arrival,” said Alexandre de Juniac, IATA’s Director General and CEO. 

    IATA also encourages a layering of bio-safety measures in two areas:

    • Reducing the risk of imported cases via travelers:
    • Discouraging symptomatic passengers from traveling: It is important that passengers do not travel when ill. To encourage passengers to “do the right thing” and stay home if they are unwell or potentially exposed, airlines are offering travelers flexibility in adjusting their bookings.
    • Public health risk mitigation measures: IATA supports health screening by governments in the form of health declarations. To avoid privacy issues and cut the risk of infection with paper documents, standardized contactless electronic declarations via government web portals or government mobile applications are recommended. 

    Health screening using measures such as non-intrusive temperature checks can also play an important role. Although temperature checks are not the most effective screening method for COVID-19 symptoms, they can act as a deterrent to traveling while unwell. Temperature checks can also shore-up passenger confidence: in a recent IATA survey of travelers, 80% indicated that temperature checks make them feel safer when traveling.
     

    COVID-19 testing for travelers from countries perceived to be “higher-risk”: When accepting travelers from countries where the rate of new infections is significantly higher, the arrival authority could consider COVID-19 testing. It is recommended that tests are undertaken prior to arrival at the departure airport (so as not to add to airport congestion and avoid the potential for contagion in the travel process) with documentation to prove a negative result. Tests would need to be widely available and highly accurate, with results delivered quickly. Test data would need to be independently validated so as to be mutually recognized by governments and securely transmitted to the relevant authorities. Testing should be for active virus (polymerase chain reaction or PCR) rather than for antibodies or antigens. 

    • Mitigating Risk in Cases Where an Infected Person Does Travel
       
    • Reducing the risk of transmission during the air travel journey: IATA encourages the universal implementation of the Take-Off guidelines published by the International Civil Aviation Organization (ICAO). Take-Off is a temporary risk-based and multi-layered approach to mitigate the risks of transmitting COVID-19 during air travel. The comprehensive Take-Off guidelines are closely aligned with the recommendations of the European Union Aviation Safety Agency (EASA) and the US Federal Aviation Administration (FAA). These include mask wearing throughout the travel process, sanitization, health declarations and social distancing where possible.

    Contact tracing: This is the back-up measure, should someone be detected as infected after arrival. Rapid identification and isolation of contacts contains the risk without large-scale economic or social disruption. New mobile technology has the potential to automate part of the contact-tracing process, provided privacy concerns can be addressed.
     

    Reducing risk of transmission at destination: Governments are taking measures to limit the spread of the virus in their territory that will also mitigate the risk from travelers. In addition, the World Travel and Tourism Council (WTTC) Safe Travel protocols provide a pragmatic approach for the hospitality sector to enable safe tourism and restore traveler confidence. Areas of the industry covered by the protocols include hospitality, attractions, retail, tour operators, and meeting planners.

    “Safely restarting the economy is a priority. That includes travel and tourism. Quarantine measures may play a role in keeping people safe, but they will also keep many unemployed. The alternative is to reduce risks through a series of measures. Airlines are already offering flexibility so there is no incentive for sick or at-risk people to travel. Health declarations, screening and testing by governments will add extra layers of protection. And if someone travels while infected, we can reduce the risk of transmission with protocols to prevent the spread during travel or when at destination. And effective contact tracing can isolate those most at risk without major disruptions,” said de Juniac.

    There are some hurdles to being able to implement the full suite of measures. “Data transmission, required for health declarations, testing and tracing, raises privacy concerns. And mutually recognized standards would be needed for testing. Governments have a common interest in finding solutions. The rapid agreement by governments to ICAO’s Take-Off guidelines demonstrates that progress on complex issues is possible where there is the political will to do so,” said de Juniac.

    There is every economic incentive to make a layered approach work. WTTC estimates that travel and tourism accounts for 10.3% of global GDP and 300 million jobs globally (direct, indirect and induced economic impact). 

    Mandatory quarantine measures stop people from traveling. Recent public opinion research revealed that 83% of travelers would not even consider traveling if quarantine measures were imposed on travelers at their destination. And analysis of trends during the lockdown period shows that countries imposing quarantine saw arrivals decrease by more than 90%—an outcome that is similar to countries that banned foreign arrivals.

    “A layered approach to safety has made flying the safest way to travel while still enabling the system to function efficiently. That should be an inspirational framework to guide governments in protecting their citizens from the terrible risks of both the virus and joblessness. Quarantine is a lop-sided solution that protects one and absolutely fails at the other. We need government leadership to deliver a balanced protection,” said de Juniac.

    IATA releases Criteria for COVID-19 Testing in the Air Travel Process

    The International Air Transport Association (IATA) has released criteria for the use of COVID-19 testing in the travel process. Should governments choose to introduce COVID-19 testing for travelers arriving from countries considered as high risk, testing must deliver results fast, be able to be conducted at scale, and operate to very high rates of accuracy. Additionally, testing must be cost-effective and not create an economic or logistical barrier to travel.

    The International Civil Aviation Organization (ICAO) published Takeoff guidance which is the global guidance for governments to follow in reconnecting their people and economies by air. Takeoff outlines layers of measures to mitigate the risk of COVID-19 transmission during air travel and the risk of importation of COVID-19 via air travel.  COVID-19 testing should not be a necessary condition for re-opening borders or resuming air services.

    Technology for rapid point-of-care Polymerized Chain Reaction (PCR) testing could be a useful layer of protection for travelers from countries considered as higher risk, potentially removing the need for more burdensome and intrusive measures such as quarantine which is a major barrier to travel and the recovery of demand.  

    “Airlines are committed to reducing the risks of COVID-19 transmission via air travel and COVID-19 testing could play an important role. But it must be implemented in line with ICAO’s global re-start guidance with the aim of facilitating travel. Speed, scale and accuracy are the most critical performance criteria for testing to be effectively incorporated into the travel process,” said Alexandre de Juniac, IATA’s Director General and CEO.

    As part of the travel process COVID-19 testing would need to be conducted by trained public health officials and meet the following criteria:
     

    • Speed: Testing results should be delivered quickly, with results available in under an hour as the minimum standard.
    • Scale: If testing takes place at the airport, testing capacity of several hundreds of tests per hour must be achievable. The use of saliva for taking samples rather than nasal or throat swabs would facilitate this and would also be expected to reduce time and improve passenger acceptance.
    • Accuracy: Extremely high accuracy is essential. Both false negative and false positive results must be below 1%. 

    Where does testing fit in the travel process?

    Ideally COVID-19 testing would be required in advance of arrival at the airport and within 24 hours of travel. Passengers arriving “ready-to-fly” reduces the risk of contagion in the airport and enables early re-accommodation for any traveler who tests positive. 

    If testing is required as part of the travel process, it is recommended at departure. Governments would need to mutually recognize test results and data transmission should take place directly between passengers and governments in a similar manner as e-visa clearances are currently handled.

    Any testing requirements should only be in place for as long as necessary. To ensure this, regular evaluations should be conducted.

    Who Should Pay?

    Cost is an important consideration. Testing should facilitate travel and not provide an economic barrier. With testing at some European destinations costing in excess of $200, this is a real concern. IATA supports the World Health Organization (WHO) International Health Regulations which requires governments to bear the costs of mandatory health testing. Where a test is offered on a voluntary basis, it should be charged at cost price.

    What happens when someone tests positive?

    Ideally testing takes place prior to travel or at the point of departure and a positive result would mean that the passenger could not travel as planned.  In this case, airlines have been offering flexibility to consumers. This includes re-booking or refunds in line with the airline’s commercial policy.  Many airlines are offering the same flexibility to passengers who suspect that they have symptoms consistent with COVID-19 as well as members of the same traveling party, particularly when they are members of the same household.

    If testing is mandated on arrival and a passenger tests positive, then the passenger should be treated according to the requirements of the receiving State. Airlines should not be required to repatriate the passenger(s) or ‘punished’ with financial penalties such as fines or through operational penalties such as the withdrawal of the right to operate in the market.

    Airports Council International (ACI) World and the International Air Transport Association (IATA) have called on governments to ensure any new measures introduced for airports and airlines in the wake of COVID-19 are supported by scientific evidence and are consistent across the world.

    The aviation sector has been brought to a standstill and a balanced and effective restart and recovery depends on collaboration among the key participants in the global aviation ecosystem.

    ACI and IATA have jointly issued a paper laying out a pathway for restarting the aviation industry – Safely Restarting Aviation – ACI and IATA Joint Approach. Airlines and airports have cooperated to build a roadmap for resuming operations which reassures the travelling public that health and safety remain the overall priorities. 

    The joint approach proposes a layered approach of measures across the entire passenger journey to minimize the risk of transmission of COVID-19 at airports and onboard aircraft, and to prevent aviation becoming a meaningful source of international re-infection. Such measures should be globally consistent and subject to continued review, improvement, and removal when no longer required, to ensure an even recovery.

    ACI and IATA are both central members the COVID-19 Aviation Recovery Task Force (CART) being led by the Council of the International Civil Aviation Organization (ICAO). CART enables the collaboration – among governments and between governments and industry -that is vital to ensure the harmonization and consistency of measures that are essential to restoring air connectivity and passenger confidence in air travel.

    “Airports and airlines have come together with ICAO and the wider aviation industry to address the biggest challenge ever faced by commercial aviation in restarting a global industry while continuing to halt the spread of COVID-19,” ACI World Director General Angela Gittens said. “There is currently no single measure that could mitigate all the risks of restarting air travel but we believe a globally-consistent, outcome-based approach represents the most effective way of balancing risk mitigation with the need to unlock economies and to enable travel.” 

    IATA’s Director General and CEO Alexandre de Juniac said, “Safety is always our top priority and that includes public health. Restoring air connectivity is vital to restarting the global economy and reconnecting people. Our layered approach of measures recommended by airports and airlines safeguard public health while offering a practical approach for a gradual restart of operations. It is important to remember that the risk of transmission on board is very low. And we are determined that aviation will not be a significant source of re-infection. We are working continuously with governments to ensure that any measures put in place are done so consistently and with scientific backing. That is key to restoring public confidence so the benefits of safely re-starting aviation can be realized.”
